Newbury Conservation Commission advances Upper Green Pond improvements. The Conservation Commission issued a negative determination 7-0 for the town's proposed Upper Green Pond project, including aerator installation, native buffer zone plantings, and herbicide treatment for invasive vegetation, with required water quality monitoring.
