NEWBURY — Planning Board forwards zoning amendments including affordable housing provisions to May Town Meeting. The Planning Board voted unanimously to advance a comprehensive four-part zoning amendment package to the 2026 Annual Town Meeting, including Phase 2 of the Zoning Bylaw Recodification addressing administrative and compliance updates, revisions to the Table of Use Regulations, a new Clean Energy Facilities article that adds battery storage regulations, and an Inclusionary Zoning Bylaw designed to create mechanisms for affordable housing in Newbury as recommended in the 2023 Master Plan and 2024-2029 Housing Production Plan. In related business, the board continued a Level II Site Plan Review hearing for a proposed 40-foot-by-40-foot pavilion at the Sunset Club at 2-8 Old Point Road, with discussion focusing on scenic views, lighting, emergency management planning, and parking restrictions, until March 18.
