Newbury Select Board advances warrant with balanced budget, $611k capital plan. The board voted unanimously to advance the annual town meeting warrant, which includes a balanced operating budget drawing approximately $250,000 from free cash reserves and allocating $611,000 for capital projects including dock replacement, emergency vehicle purchase, and Council on Aging initiatives. Finance Committee Chair Erica Jacobsen highlighted that annual lease payments for municipal facilities have reached $350,000.
Warrant articles also propose new meals and lodging taxes, zoning amendments to encourage affordable housing, historic district boundary updates, and a new human resources compensation reserve fund subject to annual reauthorization.
