Newbury Planning Board continues Central Street subdivision hearing, orders detailed intersection safety plan. The board voted 5-0 at its July 15 Zoom meeting to push the public hearing on Michael Becker's two-lot subdivision at 15 Central Street to August 19, directing the applicant's engineering team to produce a dedicated off-site improvements plan sheet covering a new five-foot sidewalk, granite curbing, a marked crosswalk, and a boulder traffic feature at the Central Street and Church Street intersection in Byfield village. Town Planner Kristen Grubbs and Assistant Planner Sadie Woodward cited their peer review engineer's finding that the sidewalk could be constructed two feet off the fog line without disturbing a significant street tree that had been a sticking point in earlier deliberations.

"It's really in the best interest of the community," said Vice Chair Peter Paicos, who supported the sidewalk and crosswalk as a package for traffic calming and pedestrian safety. The board also voted 5-0 to return a $166.27 escrow balance to Kevin Whitney of K&R Construction LLC, closing out a completed site plan project at 84 Boston Road, and Grubbs announced a $455,000 Mass Trails grant awarded to the town and the Border to Boston Trail Committee to advance engineering on the Byfield-to-Georgetown multimodal trail segment from 25 percent to 75 percent design.
