Newbury Panel Doubles Mitigation Over Illegal Clearing

Newbury conservation board doubles required mitigation after finding illegal clearing understated. Chair Mary Rimmer told applicant John Minalt's team at 14 Pine Island Road that aerial imagery showed clearing "at least double" the 440 square feet proposed for replanting, and the board voted 5-0, with Vice Chair Mick Brown recused, to require 880 square feet of native plantings instead. Neighbors Christine Wilkinson and Bill Penna said drainage worsened sharply two years ago, one reporting three inches of basement flooding; the board agreed to probe whether a town-maintained drainage pipe requires its own permit.

Separately, the commission approved, 6-0 with Rimmer abstaining, a Trustees of Reservations notice of intent for salt-marsh "runnel" restoration at Old Town Hill's 77 Hay Street, and signed off, also with Rimmer abstaining, on four new parking spaces at 3 Newburyport Turnpike pending stormwater approval. Three other applications, including a Plum Island teardown-rebuild flagged for a federal flood-insurance mapping issue, were continued to October 6 with site visits set for September 22.
